Case Study: LCapS Training Modules

Challenge: One of the most critical challenges faced by local partners (which contributes to high staff turnover, inflated salaries in project management positions, and expensive fines and delays in program approvals and scale-up) is the need for project managers to comply with the donors’ rules and regulations for procurement, inventory, financial monitoring, and reporting as well as those of the local government. This problem gets amplified as local partners get stronger and diversify their funding base, and often results in costly fines (for non-compliance) and funding delays.
Proposed Solution: To address this issue, ACSD pilot-tested the concept of co-developing five training modules that synthesized the expectations, rules, and regulation of the Burkina Faso government, OHADA (Organisations de l’harmonisation des affaires en Afrique), and USAID into five training modules (see Table 1 below).
Opportunity: Although the five LCapS training modules need to be adjusted to the USG’s new rules and regulations, they provide a useful model that could be adapted to other bilateral and multilateral donors and large private-sector actors and foundations.
- Lesson Learned: Future programs need to facilitate the co-development of training modules that synthesize donor rules and regulations for leadership, good governance, financial management and reporting, procurement, and inventory to avoid duplication and strengthen local partners’ capacity.
