Experienced agricultural engineer with 30+ years of experience in the design, execution, and evaluation of agricultural infrastructure (rural roads, agricultural and pastoral wells, retention ponds, large agricultural dams, mills, irrigated perimeters, and tied ridges) using FFW (sourced from the USG and WFP) in Chad, Mali, Burkina Faso, and Niger. Proven expertise in the design, execution, and monitoring of micro-finance projects to strengthen livelihoods and encourage social cohesion in areas affected by civil conflicts and/or extractive industries (Chad and Central African Republic).

  • Project Manager, National Programs Financed by 5% of the Revenues Allocated to the Chari Baguirmi Province, South of N’Djamen (Chad) (December 2022–July 2025): Backstopped nine supervisors and 34 development officers in the design, execution, and evaluation of a series of micro-projects that benefitted every village and town in the province; these micro-projects included constructing 14 health centers, digging 50 wells, constructing six mini water towers and 12 classrooms, and giving $563,636 in micro-finance grants to 233 local associations.
  • Consultant/Team Leader/Team Member, Donor-Funded Short-Term Assignments (Chad) (November 2018–December 2022): Led or contributed to four assignments (five contracts) to support food security, program and project design, MEAL, staff recruitment, WASH, education, micro-finance, and good governance initiatives.
  • Livelihood Program Manager, Islamic Relief Worldwide/United Kingdom (IRW/UK), Central Interfaith Peacebuilding Partnership, funded by a Six-Member Consortium (IRW/UK, RCA, CRS, Aegyst Trust, WVI, and PCRC) (Five border areas [Boda, Yaloke, Mboko, Bangui, Bouar] in CAR) (October 2016–October 2018): This activity benefitted 57 commercial associations and 285 economic interest groups in five towns; codeveloped seven proposals for complementary transitional programs.
  • Micro-Finance Coordinator, Small IRW/UK-Funded Project (N’Djamena, Chad) (May–November 2016): Pilot tested a new model for micro-finance that trained 10 associations (240 widowed women) in credit management.
  • Short-Term Assistance, New IRW/UK Food Security Program (Chad) (November 2015–May 2016): Provided short-term assistance in the initial design and execution of the new program (e.g., staff training, budgeting, donor networking, and MEAL).
  • Africare Country Director/Technical Advisor for Food Security and Nutrition/Project Coordinator/Deputy Project Coordinator/Agronomist/Capacity Building Trainer/MEAL Coordinator, Series of USAID/FFP Food Security Programs that Reduced Chronic Food Insecurity in Three of Chad’s Most Vulnerable Regions (Ouaddai, Batha, and Sila Regions) (Chad with short-term visits to Mali, Burkina Faso, Niger) (1998–2015):
  • 1998–2015: Supported the programs’ construction of over 300 smalls dams, three large dams, and 1,862 hectares of tied ridges;
  • 1998–2015: Provided short-term technical and MEAL assistance to three other Africare-managed Title II food security programs in Mali, Burkina Faso, and Niger;
  • 1998–2015: Co-facilitated the initial pilot test of a complementary FED-funded project that created a self-managed credit fund (Caisse Al-Amane) that benefitted three women’s unions with 635 members that were already working with the Africare Title II program in the Ouaddai Region; and
  • 2005–2014: Provided M&E support for three USG-funded refugee camps managed by Africare, Gaga and Farchana (Sudanese refugees in Eastern Chad), and Gore (Central African refugees in Southern Chad).
  • Agronomist /Agricultural Extension Officer/MEAL Specialist, German-Funded Projet de Développement Rural Ouaddaï/Biltine – Aménagement des Ouadis, executed by GTZ (North-East Region of Chad) (October 1993–February 1994): Helped GTZ pilot test and scale up a new model of statistically rigorous baseline, mid-term, and final surveys that were used to inform GTZ’s initial program design for investment in both agriculture and environmental programming.
